TABLE OF CONTENTS

As the Philippines moves toward a more digitised and efficient tax environment, businesses are required to adapt to government-mandated systems such as VAT e-Invoicing and BIR Tax Integration. These initiatives are designed to reduce VAT fraud, simplify compliance and improve the accuracy and timeliness of tax reporting.

For many organisations, this shift also presents an opportunity to modernise internal processes, reduce manual work and strengthen compliance through system-led automation.

VAT e-Invoicing in the Philippines

The Bureau of Internal Revenue is leading the rollout of VAT e-Invoicing to improve tax transparency and enforcement.

The following taxpayers are required to implement structured e-Invoicing systems by 31 December 2026:

  • Companies engaged in e-commerce or internet transactions
  • Taxpayers classified as Large Taxpayers, with annual revenue exceeding PHP 1 billion
  • Entities within the BIR’s Large Taxpayer Service (LTS)

For other taxpayers, once the BIR establishes a system capable of receiving and processing the required data, the following groups will also be mandated to issue electronic invoices:

  • Exporters, including taxpayers engaged in the export of goods and services under Sections 106 and 108 of the Tax Code
  • Registered Business Enterprises, particularly those availing tax incentives under Section 304(D) of the Tax Code, as amended
  • Other specified taxpayers, including those using Point-of-Sale systems and any additional categories identified by the BIR Commissioner

BIR Tax Integration for SAP Business One

The Electronic Invoicing System (EIS) complements VAT e-Invoicing by requiring taxpayers to electronically transmit sales transaction data to the BIR using structured formats such as JSON or XML. This supports near real-time tax monitoring and reduces reliance on manual reporting.

Be One Solutions empowers businesses in the Philippines to seamlessly comply with the Bureau of Internal Revenue’s (BIR) Electronic Invoicing/Receipting System (EIS) by integrating VAT e‑Invoicing directly into SAP Business One.

With the EIS add‑on, invoices generated in SAP Business One automatically produce the required tax reports for submission to the BIR via the EIS Taxpayer Portal. The solution also streamlines compliance by automating the creation of transactional BIR forms and reports – reducing the risk of errors and saving valuable time.

For organisations managing high transaction volumes, we enable direct, system‑to‑system transmission of invoice data from SAP Business One to the BIR platform. This advanced integration eliminates manual invoice handling, minimises administrative overhead and ensures faster, more reliable compliance.

By combining SAP Business One with our localised EIS solution, businesses can focus on growth while staying confidently aligned with Philippine tax regulations.

Filipino Government Tax Incentives

To encourage early adoption, the Philippine government provides tax incentives for businesses using both electronic invoicing and the Electronic Sales Reporting System (ESRS).

  • Micro and Small Taxpayers:
✅ 100% deduction on total setup costs for e-Invoicing and ESRS systems
  • Medium and Large Taxpayers:
✅ 50% deduction on total setup costs

Ease of Paying Taxes (EoPT)

Additionally, The Ease of Paying Taxes Act (EOPT), signed into law in January 2024, supports a simpler and more taxpayer-friendly compliance framework.

Key highlights include:

  • The VAT invoice replaces the official receipt as the sole commercial document for VAT transactions
  • Tax returns and payments may be submitted electronically or manually
  • Tax payments can be made through any authorised agent bank or BIR-approved tax software, removing restrictions tied to specific payment locations

This legislation aligns closely with the BIR’s broader digitalisation strategy and provides businesses with greater flexibility in meeting their tax obligations.

Frequently Asked Questions

What is VAT e-invoicing in the Philippines?

<p>VAT e-Invoicing is a way for businesses to issue invoices electronically instead of relying on paper records or manually prepared documents. Each invoice is created in a structured digital format that can be processed by government systems. The Bureau of Internal Revenue (BIR) is introducing this approach to improve the quality of tax reporting, make audits easier and reduce opportunities for VAT fraud. For businesses, it also removes much of the repetitive administration involved in traditional invoicing.</p>

Who is required to comply with VAT e-Invoicing in the Philippines?

<p>The first phase focuses on taxpayers that generate large volumes of transactions. This includes businesses operating online, companies recognised as Large Taxpayers and organisations managed by the BIR’s Large Taxpayer Service. The scope is expected to widen over time, bringing exporters, Registered Business Enterprises (RBEs), Point-of-Sale users and other taxpayer groups into the programme as the national e-Invoicing framework continues to expand.</p>

What is the BIR Electronic Invoicing System (EIS) and how does it work?

<p>The Electronic Invoicing System (EIS) functions as the BIR’s digital interface for monitoring tax obligations. Businesses utilize this system to submit transaction data in specific digital formats, such as XML or JSON. By replacing manual periodic filings with near real-time data transmission, the EIS allows for immediate validation. This transition minimizes human error, ensures data integrity, and strengthens the overall tax reporting cycle.</p>

How can businesses prepare for BIR VAT e-Invoicing compliance?

<p>Preparation usually starts with reviewing whether your organisation falls within the mandatory taxpayer groups and assessing whether your current ERP system can support electronic invoicing. From there, businesses should identify any process changes, plan user training and allow sufficient time for testing before going live. Be One Solutions helps organisations integrate SAP Business One with Philippine e-Invoicing requirements, making it easier to manage compliance without disrupting day-to-day operations.</p>
